Cities, Villages & Towns: How WI Local Government Works

One thing that surprises people moving to Wisconsin from other states: a "town" here isn't an informal or unincorporated area. It's a real, fully governed unit of local government, and that matters for anything involving local permits.

Cities

Eau Claire, Altoona, Chippewa Falls and Augusta are all incorporated cities with their own city government, city hall and municipal services, separate from the county.

Villages

Lake Hallie, Fall Creek and Fairchild are incorporated villages, each with its own village board, distinct from the town that may surround it. A village and its surrounding town of the same name (like Fairchild) are two separate governments that happen to share a name.

Towns — the one people get wrong

Washington, Seymour, Union, Brunswick and Lincoln are Wisconsin towns. A Wisconsin town has its own elected town board, town chair, clerk and treasurer — a genuine unit of government, not an informal or unincorporated designation, and not the same concept as a New England town or a Census Bureau-style place. All land in Wisconsin not inside a city or village limit sits inside an organized town.

What this means for a dumpster delivery

On private property, none of this changes anything — no permit is required anywhere we deliver. If a container needs to sit on a public street, the right office to call depends on exactly where you are: the city or village office within its limits, the town's own office within a town, or Eau Claire County government for county roads. We'll tell you which one applies to your address.

Why we bother explaining this

Getting it right matters to us because it's easy to accidentally flatten a Wisconsin town into "unincorporated county land" the way it might work in some other states — and that's just not accurate here. Every location we serve is a real, separately governed place.
